This day provides the blessings for the whole year to learn Torah בשקידה והתמדה ותענוג וחיות. Since all Rosh Hashanah are connected so it provides blessing that all other Rosh Hashanah should be with pleasure. All Rosh Hashanah is the first of the month as it needs humility. New year of trees is the 15th when the moon is full as that is a reference for Pleasure as the pleasure of Torah should be complete.
