If every single one of the 71 judges sages ruled that somebody is liable and punishable to be executed, then the person will be exonerated,.

but if there are some that found him to be exonerated and only majority rule that he is liable, then he will be executed. What is the logic behind this rule?

Punishment is atonement and a cleansing process. It's our job to find the good in every single Jew.
