Speaker:

Picture this.

2

:

You're sitting at your kitchen table

in Texas looking at your child's

3

:

tuition bill, $12,000 for the year.

4

:

Or maybe you're a homeschooling

parent, calculating curriculum

5

:

costs, therapy sessions, tutoring.

6

:

It all adds up.

7

:

Now imagine someone handing you a

check for $10,474 per child every

8

:

year from the state of Texas.

9

:

Sounds too good to be true.

10

:

Well, it's not, and applications

opened just this week on February 4th.

11

:

Today we're diving deep into the Texas

Education Freedom Accounts Program.

12

:

Tfa, the largest first year school

choice program in American history.

13

:

We're talking about a billion

dollars allocated by the Texas

14

:

legislature to put education dollars

directly into parents' hands.

15

:

But here's the catch.

16

:

The applications close March 17th.

17

:

That gives you just 41 days to get

your paperwork together and apply.

18

:

And with limited funding, not everyone

who applies is guaranteed to get in.

19

:

So let's cut through the noise, look

at the facts, and figure out exactly

20

:

what this means for your family.

21

:

Let's get started.

22

:

A fast growing number of parents are

starting their homeschooling journey while

23

:

others have been homeschooling for years.

24

:

All of these parents are asking one big

question, how can I afford to homeschool?

25

:

We are here to answer that

important question once and for all.

26

:

Hi, I'm Crystal Obby.

27

:

And I'm Anthony Obby.

28

:

We've been homeschooling our five

kids for 13 years and we funded it.

29

:

Through our online consulting business

that we've been running for over 17

30

:

years now, we're combining Crystal's

financial coaching expertise with my

31

:

digital marketing background where I help

entrepreneurs launch and sell online.

32

:

We're here to help fellow homeschooling

parents self-fund their homeschool

33

:

journey and create lifestyle businesses.

34

:

For financial freedom without a nine to

five job, are you ready to start living

35

:

life on your own terms and make your

homeschooling experience a lot more fun?

36

:

Well then sit back, crank up

the volume, and enjoy this

37

:

episode of Homeschool Money.

38

:

Welcome to the Homeschool Money podcast.

39

:

I'm your host, Anthony Obie,

40

:

And I'm your host, crystal Obie.

41

:

Let me start with the basics,

because there's a lot of confusion

42

:

about what this program actually is.

43

:

In May, 2025, governor Greg Abbott

signed senate bill to into Law

44

:

creating what Texas is calling

Education Freedom Accounts.

45

:

Other states call these education

savings accounts or ESAs.

46

:

Some people call them vouchers,

but that's not quite accurate

47

:

and I'll explain why in a moment.

48

:

Here's how it works.

49

:

Instead of that money going directly

to your local public school district,

50

:

eligible families can receive

state funding to use for approved

51

:

educational expenses outside the

traditional public school system.

52

:

This includes private school tuition,

homeschool curriculum, tutoring,

53

:

therapy services, educational materials.

54

:

Basically the things families

actually need to educate their kids.

55

:

The program is administered by the Texas

Comptroller of Public Accounts, and they

56

:

partner with a company called Odyssey

to manage the technology platform.

57

:

Think of it like a prepaid debit

card for education expenses, except

58

:

you can only spend it through an

approved marketplace of vendors.

59

:

Now, why isn't this technically a voucher?

60

:

Under a traditional voucher program,

the state would write a check

61

:

directly to a private school for

your child's tuition was tifa.

62

:

You never actually touch the money.

63

:

Everything is managed through

Odyssey's digital platform.

64

:

You select approved vendors, schools,

tutors, curriculum providers, and the

65

:

funds get transferred directly to them.

66

:

You're directing where the money

goes, but you're not cashing checks

67

:

or making direct payments yourself.

68

:

The big question everyone's asking,

how much money are we talking about?

69

:

It depends on three things.

70

:

Whether your child has an individualized

education program or IEP, whether you're

71

:

planning to use a participating private

school and your family's income level

72

:

for prioritization purposes, here are

the numbers for the:

73

:

year, $10,474 per student if you're

enrolling in a participating accredited

74

:

private school, that's 85% of what Texas

public schools receive per student.

75

:

On average up to $30,000 per student with

a qualifying disability who has an IEP

76

:

on file with the Texas Education Agency.

77

:

This is huge for families with

children with special needs who

78

:

need specific services and support.

79

:

$2,000 per student if you're

homeschooling or using other

80

:

non-public educational settings that

aren't approved private schools.

81

:

As far as we know right now, homeschool

freedom, stay exactly the same.

82

:

If you're a current homeschooler

and you don't wanna participate

83

:

in tifa, nothing changes for you.

84

:

There are no new testing requirements.

85

:

No curriculum mandates, no government

oversight of your homeschool.

86

:

This is entirely optional.

87

:

That's a crucial point because I've

heard families worried that this

88

:

program might be a Trojan horse for

government regulation of home schools.

89

:

Advocates have fought hard to ensure.

90

:

Participating in Tifa doesn't

compromise homeschool autonomy.

91

:

Alright, so who can actually

apply for this money?

92

:

Hey, real quick, if you're liking the

show, hit follow so you don't miss a

93

:

single episode and drop a five star

rating and a review to let us know that

94

:

you're loving the content and tell us

what topics you'd like us to cover.

95

:

This will help more people find

the show, and please share this

96

:

episode with a friend, your

co-op, or anyone who needs it.

97

:

They'll be glad you did.

98

:

Now, back to the show.

99

:

The eligibility requirements

are pretty straightforward.

100

:

Your child must be number

one, a Texas resident.

101

:

At least one parent must live in Texas.

102

:

Number two, A US citizen, US National, or

lawfully admitted into the United States.

103

:

Number three, eligible to enroll

in a Texas public school or charter

104

:

school . Military families get

special consideration even if you're

105

:

not physically stationed in Texas.

106

:

When you apply, you can meet residency

requirements by uploading orders

107

:

that require you to be in Texas

during the 20 26 27 school year.

108

:

Now, here's something really important.

109

:

Your child can be currently enrolled

in public school when you apply.

110

:

The program doesn't exclude

current public school students.

111

:

However, your child cannot receive

TFA funding while simultaneously

112

:

enrolled in public or charter school.

113

:

You have to choose one or the other.

114

:

There's also a special pre-K provision.

115

:

Children between ages three and five may

be eligible for the full $10,474 if they

116

:

qualify for free pre-kindergarten Under

existing Texas law, this includes children

117

:

who can't speak or comprehend English.

118

:

Children from low income households,

homeless children, children in

119

:

foster care, children of active duty

military or children of injured or

120

:

killed first responders or military

members and children of public school

121

:

teachers at districts that offer

pre-K, but, and this is critical.

122

:

Just because nearly every Texas

child is eligible to apply, doesn't

123

:

mean everyone will receive funding.

124

:

Let me explain how the selection

process works, because this is

125

:

where things get interesting.

126

:

The Texas legislature

approved 1 billion for tifa.

127

:

That sounds like a lot of money and it

is, but officials estimate it will serve

128

:

somewhere between 90,000 and a hundred

thousand students in the first year.

129

:

For context, Texas has over 5.5

130

:

million students across public,

private, and home schools.

131

:

So what happens if more than a

hundred thousand families apply?

132

:

That's where the lottery comes in, but

it's not a completely random lottery.

133

:

Applications are

prioritized into four tiers.

134

:

Tier one children with a qualifying

disability who are members of households

135

:

with total annual income at or below

500% of the federal poverty level.

136

:

For a family of four, that's

about $165,000 per year.

137

:

Tier two children from households

with income at or below 200% of

138

:

the federal poverty level, about

66,000 for a family of four.

139

:

Tier three children from households with

income between 200 and 500% of the federal

140

:

poverty level, between 66,000 and 166,000.

141

:

Were a family of four tier four children

from households with income at or above

142

:

500% of the federal poverty level.

143

:

That's over $165,000 for a family of four.

144

:

Within this tier, children who were

enrolled in a Texas public school or

145

:

charter school for at least 90% of

the prior school year get priority.

146

:

Also, this category is capped at no more

than 20% of the total program funding.

147

:

If applications exceed available funding,

the lottery will happen within each tier.

148

:

Tier one gets processed first,

then tier two, and so on.

149

:

Here's a really family friendly feature.

150

:

If one child in your family is selected

in the lottery, all their eligible

151

:

siblings who you apply for at the same

time will automatically be accepted even

152

:

if they're in different priority tier.

153

:

This is specifically designed to keep

families together and avoid the nightmare

154

:

scenario where one kid gets funding

but their brother or sister does it.

155

:

And once you're in the program

and remain in good standing, you

156

:

don't have to reapply each year.

157

:

Your child stays in the program

through high school graduation.

158

:

Now I want to address something

I'm hearing from both supporters

159

:

and critics of this program.

160

:

Supporters, including Governor Abbott and

acting comptroller Kelly Hancock, framed

161

:

this as putting parents in the driver's

seat of their children's education.

162

:

They argue that when parents have

the power to choose everyone wins,

163

:

including public schools, which they

claim will improve through competition.

164

:

Critics including groups like every Texan,

the Texas State Teachers Association

165

:

and others have serious concerns.

166

:

They are that this will drain

essential funding from already

167

:

under-resourced public schools.

168

:

They point out that the majority of

initial applicants will likely be families

169

:

already paying for private school or

already homeschooling, meaning the

170

:

state will now be subsidizing education.

171

:

It wasn't previously funding without

actually improving outcomes for

172

:

kids who struggle in public schools.

173

:

There's also concern about accountability.

174

:

Private schools participating in

TFA must administer nationally.

175

:

Norm referenced assessments to

students in grades three through

176

:

12, but they don't have to give the

star test that public schools use.

177

:

Critics say this creates

an uneven playing field.

178

:

Homeschool students have no

testing requirements at all.

179

:

Some homeschool advocates, including

voices like Robert Borden's and columnist

180

:

Mary Ruth, worry that accepting government

money could eventually lead to government

181

:

control over curriculum and instruction.

182

:

Desperate parents might accept the

money now, but regret it later.

183

:

We're not here to tell you what to think

about those debates, but you should

184

:

know they exist, especially if you

value total autonomy in your homeschool.

185

:

What I can tell you is what the

program actually requires right

186

:

now based on the official rules.

187

:

204

:

Alright.

205

:

Let's get practical.

206

:

How do you actually apply for this

applications opened this week,

207

:

February 4th at 9:00 AM Central time.

208

:

They close March 17th at

:

209

:

This is not first come, first served.

210

:

Whether you apply on day

one or day 40 doesn't affect

211

:

your chances, so don't panic.

212

:

If you're not ready right now.

213

:

Take your time, gather your documents, and

submit a complete, accurate application.

214

:

The application is online

only managed through Odyssey.

215

:

You can do it on your

phone, tablet, or computer.

216

:

Most people complete it in

10 to 20 minutes if they have

217

:

all their documents ready.

218

:

Before you start, gather these

documents for all applicants.

219

:

Your social security number or

individual taxpayer identification

220

:

number, your child's social

security number, your Texas driver's

221

:

license number, or state ID number.

222

:

Your most recent IRS form 10 40

tax return, either:

223

:

Proof of Texas residency if

your license can't be verified.

224

:

Utility bill, lease agreement,

mortgage statement or voter

225

:

registration certificate.

226

:

If your child has an IEP, this

is where it gets more complex and

227

:

where you could potentially qualify

for significantly more funding

228

:

If your child has an individualized

education program on file with the Texas

229

:

Education Agency from the 20 23 24, or the

20 24 25, or the 20 25, 26 school year,

230

:

they may be eligible for up to $30,000

in funding instead of the base $10,474.

231

:

You'll need your child's Texas

unique student identification number,

232

:

also called the UID or S number.

233

:

You can get this from your child's

previous school records or by

234

:

contacting their school district.

235

:

You'll also need the numerical

instructional code from the IEP

236

:

usually found in the section about

lease restrictive environment

237

:

or instructional arrangement.

238

:

If your child has only attended private

school but has an IEP, your local

239

:

public school district should have

loaded your child's IEP information

240

:

into the state's apex system.

241

:

Which generates a UID.

242

:

Now what if your child has a disability

but doesn't have a current IEP on file?

243

:

With TEA,

244

:

you have options for

prioritization purposes only,

245

:

not for the additional funding.

246

:

You can submit a current or expired

out of state IEP, verified by the

247

:

state or school district, a full

individual and initial evaluation that

248

:

documents a qualifying disability,

a TFA disability certification form.

249

:

This disability certification form is

brand new, created specifically for tfa.

250

:

It must be completed by

qualified professionals, licensed

251

:

psychologists, physicians,

therapists, and people who diagnose.

252

:

Depending on the specific disability,

the form and instructions are

253

:

available on the TFA website.

254

:

Important note, the disability

certification form can help you get

255

:

priority in the lottery, but it won't get

you the additional funding up to $30,000.

256

:

Only a validated IEP on file with TEA.

257

:

By March 17th can do that.

258

:

If you're applying for pre-K, you'll

need additional documentation proving

259

:

your child qualifies under one of the

special pre-K eligibility categories.

260

:

This might include foster care

documentation, military service

261

:

statements, or other proof

depending on your situation.

262

:

The application itself when you sit

down to complete the application,

263

:

here's what you'll do first.

264

:

You'll enter your contact

information and upload your identity

265

:

residency and income documents.

266

:

Make sure the information matches

exactly what's on your identification.

267

:

Second, you'll provide information

about each child you're applying for.

268

:

You can include multiple children

in one household application.

269

:

In fact, you should, because of that

sibling benefit I mentioned earlier,

270

:

you'll be asked questions about

gender, race, ethnicity, and the public

271

:

school campus your child is zoned for.

272

:

These are required for reporting purposes,

but don't affect eligibility or funding.

273

:

Third, and this is crucial, you'll select

an educational setting for each child.

274

:

Private school or homeschool slash other.

275

:

If you select private school, your

child will be eligible for the $10,474

276

:

or up to $30,000 with a qualifying IEP.

277

:

The school must be accredited and

registered to participate in Tifa.

278

:

If you select homeschool slash other.

279

:

Your child will be eligible for $2,000.

280

:

Here's the catch.

281

:

This selection locks at the end of

the application period on March 17th.

282

:

After that deadline, you can change

from private school down to homeschool.

283

:

Slash other and receive the lower

amount, but you cannot make a change

284

:

that results in additional funding.

285

:

So choose carefully.

286

:

You don't have to select

a specific private school.

287

:

When you apply, you just need

to indicate that you plan to use

288

:

a participating private school.

289

:

You'll confirm the actual school

enrollment later in the summer.

290

:

At the end, you'll agree to

a long list of attestations.

291

:

Read these carefully.

292

:

You're affirming that all your information

is accurate, that you understand program

293

:

requirements, that you'll only use funds

for qualified educational expenses,

294

:

that you won't sell items per purchased

with tifa money, and that you consent

295

:

to audits and information sharing as

necessary for program administration.

296

:

Then you submit.

297

:

Okay, so you've submitted

your application.

298

:

Now what?

299

:

Let me walk you through the timeline.

300

:

Hey, I hope you're enjoying the show.

301

:

We'll get right back to the

discussion, but I do want to talk

302

:

high level with you real quick.

303

:

You see, transforming your

finances so you can self-fund your

304

:

homeschooling journey without a nine

to five job takes a roadmap, right?

305

:

And you may be wondering,

where do I even start?

306

:

Start at step one.

307

:

Our Homeschool Money Makeover

program breaks it down into five

308

:

practical steps that help any family

achieve a financially abundant.

309

:

Homeschooling lifestyle.

310

:

Step one, install the

:

March 17th, 1150 9:00 PM Central

Standard Time Applications closed.

369

:

This is also the deadline for any IEPs

to be on file with TEA if you want

370

:

to qualify for additional funding.

371

:

Late March if applications

exceed available funding.

372

:

Odyssey will conduct the lottery

within each priority tier.

373

:

Early April.

374

:

Notifications begin going

out to selected families.

375

:

If you're accepted, you'll receive

instructions on next steps.

376

:

If you're not selected, you'll

be placed on a wait list.

377

:

June 1st initial deadline

for parents to select their

378

:

child's specific private school.

379

:

June 15th initial deadline for

schools to confirm enrollment.

380

:

July 1st.

381

:

First round of funding becomes

available in Odyssey Accounts at

382

:

least 25% of your total award.

383

:

July 15th, final deadline for

parents to select schools.

384

:

July 31st.

385

:

Final deadline for schools

to confirm enrollment.

386

:

mid-August.

387

:

Final deadline for first

round funding to be available.

388

:

October 1st, at least

50% of total funding.

389

:

So 75% cumulative must be

st,:

390

:

Remaining funding becomes

available, important.

391

:

Any funds remaining at the end of the

school year will roll over as long

392

:

as your child stays in the program.

393

:

So if you don't spend all $2,000 or

$10,474 this year, it doesn't disappear.

394

:

It carries forward.

395

:

So what are approved educational expenses?

396

:

According to the program rules, TFA

funds can be used for private school

397

:

tuition and fees, curriculum and

institution, curriculum and instructional

398

:

materials, textbooks, and work.

399

:

Educational therapies and services,

tutoring and supplemental education

400

:

serve your total award career

and technical education programs,

401

:

transportations to and from school.

402

:

School uniforms if required by the

school, standardized testing fees, college

403

:

entrance exam fees, dual credit courses

for homeschool families getting $2,000.

404

:

This could cover your entire curriculum

budget, plus materials, plus maybe

405

:

a math tutor or writing coach.

406

:

For private school families, $10,474

could cover most or all of your

407

:

tuition, depending on the school.

408

:

For families with children

who have special needs.

409

:

Getting up to $30,000.

410

:

This could be life changing, covering

not just tuition, but also specialized

411

:

therapies, equipment and services

that are often incredibly expensive.

412

:

What you cannot use TFA funds for paying

family members to provide educational

413

:

services, purchasing anything that's not

educational in nature items, you plan

414

:

to resell services from providers who

aren't approved in the Tifa marketplace.

415

:

And remember, you're buying

through Odyssey's platform

416

:

from approved vendors only.

417

:

You can't just go to Target,

buy school supplies and submit

418

:

receipts for reimbursement.

419

:

It doesn't work that way.

420

:

All right, let's bring this home.

421

:

If you want to apply for Tifa, here's

exactly what you need to do right now.

422

:

Step one, go to education

freedom.texas.gov

423

:

and download the parent prep checklist.

424

:

Print it out or save it to your phone.

425

:

Step two.

426

:

Gather all your required documents,

IDs, tax returns, proof of residency,

427

:

your child's social security number,

and if applicable, IEP information.

428

:

Step three.

429

:

If you're planning to use a private

school, use the school finder tool

430

:

on the Tifa website to see which

schools near you are participating.

431

:

As of late December, over 1400

schools have signed up and

432

:

more are being added regularly.

433

:

you can get support multiple ways.

438

:

Step five, complete your

application at the Odyssey platform.

439

440

:

You have until March 17th

at:

441

:

Step six.

442

:

If you're accepted, mark your

calendar for summer deadline.

443

:

June 1st for school selection.

444

:

July 1st when funds

start becoming available.

445

:

The Texas Homeschool Coalition

has extensive facts and resources

446

:

on their website@tsc.org.

447

:

If you're a homeschool family, I strongly

recommend checking out their materials.

448

:

They've been deeply involved

in shaping this program to

449

:

protect homeschool freedoms.

450

:

If you want to attend an in-person

information session, there are

451

:

events happening across Texas.

452

:

The TFA website has a map

showing upcoming sessions.

453

:

For example, there's one in Dallas

on February 7th at the shops at

454

:

Redbird from 11:00 AM to 1:00 PM So

here's my final take on all this.

455

:

Tifa represents a massive shift

in how Texas funds education.

456

:

Whether you see it as empowering

parents or draining public

457

:

schools, probably depends on your

values and your family situation.

458

:

For some families.

459

:

Especially those already paying

private school tuition or those

460

:

with children with special needs.

461

:

This program could be

a financial lifeline.

462

:

$10,000 per child per year is real

money for homeschool families.

463

:

$2,000 might not seem like much compared

to what private school families get,

464

:

but it's still $2,000 you didn't

have before with no new strings

465

:

attached to your homeschool freedom.

466

:

The critics raise legitimate

concerns about long-term impacts on

467

:

public education funding, and about

whether accepting government money.

468

:

The critics raise legitimate

concerns about long-term impacts

469

:

on public education funding,

and about whether accepting

470

:

government money might eventually.

471

:

Lead to government control.

472

:

But right now, today, the program exists,

the rules are set, applications are

473

:

open, and you have 41 days to decide

whether it's right for your family.

474

:

I'm not gonna tell you what to do.

475

:

That's your decision, but

I hope we've given you the

476

:

information you need to make it.

477

:

If you found this helpful, share it

with other Texas families who might

478

:

benefit, and if you have follow up

questions, drop them in the comments

479

:

or reach out to the TFA support team.

480

:

Thanks for listening.
