The U.S. Constitution says that every person must have an equal vote in Congressional elections, but Wisconsin's legislative map isn't being fair.
Wisconsin's voting districts are drawn so that they're "safe" for either Republicans or Democrats. The problem with this is that it means voters who don't vote Democratic have less of a say in their government, and it also makes Republican districts geographically larger than Democratic ones. This has led to many problems over the years.
