Rashi explains that "Do not eat any abominable thing" applies not to foods inherently forbidden, but to cases where the prohibition results from a person's wrongful act. Thus he cites blemishing a firstborn and cooking meat with milk, where the verse adds a prohibition directed at the offender himself.
