Dixie:

In this episode of Animal Posse, we're joined by Francine Gilliot.

2

:

She is with Spay Neuter Iberia Project

3

:

Scratch that.

4

:

Let's start over.

5

:

In this episode of Animal Posse,

we're joined by Francine Guilliot

6

:

of Spay Neuter Iberia Project.

7

:

Francine is going to share her journey in

animal welfare, the impact that accessible

8

:

spay and neuter programs have, as well as

the challenges and successes of reducing

9

:

the pet overpopulation in Louisiana.

10

:

Tune in as we discuss community

outreach rescue efforts and how

11

:

spay/neuter initiatives are both

changing lives for both the animals

12

:

and the people who care for them

13

:

Hi, Francine.

14

:

Thank you for coming on the show.

15

:

Francine: Thank you.

16

:

Dixie: I am all excited to

hear about SNIP, or the Spay

17

:

and Neuter Iberia Project.

18

:

So you are located in the New Iberia area.

19

:

Am I correct on that?

20

:

Francine: Correct.

21

:

Dixie: I had another guest, actually.

22

:

She was an independent rescuer

from New Iberia, and she actually

23

:

mentioned y'all once before.

24

:

So tell me about SNIP.

25

:

I know you recently took SNIP

over, so just, tell me what you

26

:

know about it, how it got started,

and how you came to take it over.

27

:

Francine: person that had it before,

she ended up having to go back to work

28

:

because, of course, animals, the cats,

dogs, she got fostered and adopted and

29

:

so forth, so on, medical, so it stayed

dormant for probably two years maybe.

30

:

And

31

:

I'd done a fundraiser back in October just

to try it out, on my own and whatever.

32

:

'Cause originally I was gonna start

my own, and then when I started

33

:

looking at the paperwork, I said,

"Oh, I don't know about all this."

34

:

So we had to raise much more

than I expected, to be on my own,

35

:

just somebody off the street,

36

:

so I said you know what?

37

:

I'm gonna take it over."

38

:

So I got with her and the other

board, and they were all for it.

39

:

I'm learning as I go.

40

:

I recently you could say adopted

because the little guy is mine now.

41

:

One of the ladies that I was starting

to do TNR, she called me Mother's Day,

42

:

and she was freaking out saying that

she didn't know the mama had a second

43

:

baby 'cause she had never seen it.

44

:

It fell out from somewhere, and it

was in the middle of the yard, but the

45

:

legs wasn't moving, so forth and so on.

46

:

So we headed to Lafayette

to examine, so forth, so on.

47

:

And come to find out it's Munich syndrome

48

:

So that's the thing of do I wanna do this?

49

:

And he's precious, full

50

:

alert, everything, and I said,

"I'm not putting him down."

51

:

And he's getting along with

the other animals that we have,

52

:

and what is that syndrome he has?

53

:

What is it called?

54

:

Minnik syndrome.

55

:

Like spina bifida, which he's gonna

have a diaper the rest of his life.

56

:

He's in between that stage where

I can't get him into a little

57

:

wheelchair yet, but I'm working on it

58

:

Dixie: Yeah with the right therapy,

they can live really fulfilling lives,

59

:

and they make wonderful pets Correct.

60

:

Francine: Oh, and he's

a little greedy guy.

61

:

And my son called him Gump.

62

:

Forrest Gump.

63

:

Dixie: That's cute.

64

:

Francine: I decided to go ahead and

make him a mascot for spay/neuter,

65

:

and I'm pushing the issue and showing

pictures of, "Can you deal with this?"

66

:

We need to get spay and neuter, up

to par, 'cause it's terrible here.

67

:

It's terrible.

68

:

You could probably have 50 people

here doing spay and neuter and

69

:

it's not gonna touch, it's sad.

70

:

Dixie: Yeah, it's bad everywhere.

71

:

But I know when I spoke to Sonia

about how bad New Iberia is and your

72

:

parish in general, it's really sad.

73

:

It really is.

74

:

Because it's just- Yeah … you come

to that point of, what do you have

75

:

to do before you see a dent in it,

'cause we're all out here trying.

76

:

Exactly.

77

:

And it just- Exactly … it just seems

you take one step forward and two back,

78

:

Francine: 20 back is my thing.

79

:

I have a time job also, so I'm doing

this in between and it's driving

80

:

me nuts because I'm saying th- I'm

leaning toward how do I help more,

81

:

Dixie: so tell me what

your nonprofit does.

82

:

Do you hold clinics?

83

:

Do you do TNR?

84

:

Do you foster and adopt as well?

85

:

Francine: We do TNR.

86

:

We do have some that are going on went on

transport and two other kittens that are

87

:

going on transport in July or July 17th.

88

:

Going up to Colorado, To get adopted

89

:

Dixie: Yeah, that's awesome

90

:

Francine: Yeah, My thing is

the government shouldn't even

91

:

be in the part of the animals.

92

:

I hate to say it like that, but

93

:

more volunteers care more about

the animals than the government

94

:

We had an incident a good while back

where they had a pack of dogs going

95

:

around and they were killing cats.

96

:

I went ahead and I started

tracking these dogs and tracking

97

:

how many cats they were killing.

98

:

I'm over 50 and I'm saying, "Hold on."

99

:

And nobody wants to do nothing about

it, so I started making a stink.

100

:

I went to the news and

101

:

One pointed the finger at the other,

which my thing is if they would've

102

:

got together, solved the little

small problem, and be done with it.

103

:

Now it became the issue of they

divided the city and towers, you know

104

:

So more money for the city, to

105

:

rent, I'm gonna call it rent out

shelter space is what they doing

106

:

So what would you have liked

to have seen them do instead?

107

:

I really don't know.

108

:

But right at the beginning it

could've been handled different.

109

:

It was five dogs at first,

and then it became three

110

:

I don't know the whole

specifics of it, of…

111

:

I know they were hard to catch.

112

:

They were street smart.

113

:

Because I have some cats right now that

I'm trying to trap, and they trap smart,

114

:

street smart, the whole nine yards.

115

:

It's just one small problem

became a big problem.

116

:

Issue, dividing up, and

I don't believe in that.

117

:

Let's all work together.

118

:

Like I said, it takes a village

to m- make something happen.

119

:

City did do a $20,000 grant for

discounted spay/neuter vouchers

120

:

So that's that's a plus for

the, the regular residents.

121

:

Dixie: And how much is the discounted

spay/neuter for the residents?

122

:

Francine: I think it's 40

for cats and 80 for dogs

123

:

Dixie: How do you go about, with

the cats that you TNR, getting

124

:

those spayed and neutered?

125

:

Francine: We working

with four different vets.

126

:

They have to be feral.

127

:

They can't be, someone's pet.

128

:

You know

129

:

Which, some of the strays we have, we

had a couple of them that were, stray

130

:

that'll come up to your leg, rub against

your leg, but they know the trap.

131

:

The minute they see or

hear that trap, they gone.

132

:

Dixie: And that's the

same with the drop trap?

133

:

Francine: I haven't tried drop trap yet.

134

:

I ordered a drop trap, which is

gonna be coming in about two weeks

135

:

That's what I really need, the drop

trap, because one of these, one

136

:

of these residents, all of them,

the rest of them at the new clan,

137

:

they'll go into the trap and they

know exactly where to put their paws.

138

:

And they eat, and they just

come out like, "Thank you.

139

:

Thank you for your food."

140

:

Dixie: Yeah.

141

:

It's amazing the ones that do that, right?

142

:

I've seen them- Yes … where they go

in there, they'll get all the food, then

143

:

they run out, and then they set the trap.

144

:

And I'm like, "How do they even do that?"

145

:

Francine: Exactly.

146

:

So what I did is I left one of the

traps and I tie-wrapped them, and I had

147

:

told her to start feeding in the trap.

148

:

These little suckers, she had told me,

she text me and she says, "They so smart.

149

:

They took the bowl

completely out the traps."

150

:

Said, "Okay then."

151

:

Dixie: Wow, that's crazy.

152

:

They're smart.

153

:

You gotta give it to 'em.

154

:

They are really slick

155

:

Francine: sometimes.

156

:

Oh, yeah.

157

:

They

158

:

are very smart

159

:

Dixie: How many cats do you catch

on a weekly or monthly basis?

160

:

Have you been keeping track of that?

161

:

Francine: Last month wasn't that great.

162

:

The month before was pretty good.

163

:

24, a couple hours.

164

:

Because like I hate to keep them

overnight in the trap because I've seen

165

:

one incident where they had kept them

overnight in the trap, to bring the next

166

:

morning to the vet, and the whole jaw.

167

:

She tried to chew out the trap.

168

:

Oh, wow.

169

:

And that's what I'm so afraid of.

170

:

You don't believe it until you see it.

171

:

And I said, "Ooh."

172

:

And when I volunteered with the

original spay, neuter library project,

173

:

we would do that, but I never seen it.

174

:

But this one incident just caught

me and said, "Ooh, I hate to do it."

175

:

And we have possums and raccoons.

176

:

We in the city.

177

:

I don't have a secured

area to keep them in,

178

:

Dixie: Are you just trying to trap them in

the morning and then bring them directly

179

:

Francine: to the appointment?

180

:

Correct.

181

:

Yes

182

:

which I am working on getting a secured

area, ventilation and everything

183

:

Dixie: How many volunteers do you

have helping you do the trapping?

184

:

Francine: I'm working on that right now.

185

:

I'm one of those that don't ask for help.

186

:

That's my problem.

187

:

I try to do it all on my own,

and I that's not working.

188

:

So I need to, buckle down and get,

start getting people, in line.

189

:

I did post on Facebook, but

I didn't get any results.

190

:

But I am working on something that I can't

release right now until it's official,

191

:

Dixie: right.

192

:

Francine: And hopefully

that'll transpire something,

193

:

Dixie: yeah.

194

:

It takes time.

195

:

How long have you officially taken over?

196

:

Francine: Since March.

197

:

March, April.

198

:

Dixie: And when you took over the

people who were involved before,

199

:

did they stay on or were they

200

:

Francine: already- Yeah,

the board members did.

201

:

Basically, She was something like me.

202

:

She was doing majority on her own.

203

:

A couple of people were volunteering

to keep overnight, it's just the

204

:

learning tactic, of can we do

something different, more production,

205

:

Dixie: The vets that you're working

with, are they in New Iberia

206

:

or do you have to go travel,

207

:

Francine: No, they are in New Iberia.

208

:

Dixie: Oh, that's great.

209

:

'Cause I know the last time I spoke

to Sonia and she's in New Iberia

210

:

and she said she was having to

go travel, I think it was like 40

211

:

minutes to get to and from the vet.

212

:

Francine: Yeah.

213

:

In fact Sonia someone had contacted

on Facebook saying that there

214

:

was a kitten stuck in a wall.

215

:

So when I got there, Sonia was there.

216

:

It's the first time I had met her.

217

:

And it was actually an office

next door to the lady's house.

218

:

So at first they thought, the

people that work in the office

219

:

thought the kitten was in the attic.

220

:

When I started digging around,

I'm seeing a little hole and

221

:

I'm seeing the breaker box.

222

:

And of course kittens.

223

:

Why is a kitten by the breaker box?

224

:

So when I started digging my

finger in, I'm seeing naked

225

:

wires so I ar- automatically

called fire, just to make sure.

226

:

Owner showed up.

227

:

Owner started cutting through and he

was joking around with us like, "I can't

228

:

believe I'm doing this for a kitten."

229

:

"Oh yeah, you're doing this for a kitten

because that kitten's still crying.

230

:

That kitten's coming out that wall."

231

:

That's all I told him.

232

:

So when he went through, he got

through the wall, he turned around

233

:

and told me, "Okay, you grab him."

234

:

And the kitten was like ready to

come out saying, "Ah, I'm I'm free."

235

:

Dixie: Yeah.

236

:

It's amazing how those kittens get in, can

get in these little tiny spaces like that.

237

:

Francine: Exactly.

238

:

Yeah.

239

:

It's crazy.

240

:

Dixie: Yeah.

241

:

We've had some before that we

guess the mom was, in the attic

242

:

or something, and then the kittens

ended up falling, down the wall.

243

:

So we- had a situation where there were

kittens that were taken out of the wall.

244

:

At that point it was, like, four of

them, and I had to bottle feed them.

245

:

And then recently we had one, we

actually didn't think she was gonna

246

:

make it because of where she was.

247

:

She fell in a pipe that was part

of an old electrical conduit.

248

:

So she was actually, Oh,

goodness … underground.

249

:

Yeah.

250

:

Oh my goodness.

251

:

Yeah.

252

:

When we went out to go get her we did

not think we were gonna be leaving

253

:

with the kitten, but it was a miracle.

254

:

We looked for a plumber to come

out with an inspection camera.

255

:

So we got a plumber.

256

:

We had an electrician come out

and help us, 'cause even though

257

:

all the power was cut, we're not

familiar with an electrical conduit.

258

:

Francine: Correct

259

:

… Dixie: so he came out, and

the plumber put the the camera

260

:

through the pipe, and we seen her.

261

:

And I thought from the camera,

she looked like maybe five weeks

262

:

old, she didn't look that tiny.

263

:

The cameras- Yes … makes

you, makes it look bigger.

264

:

It does make it look bigger.

265

:

So what we, what he did was he actually

took the camera, and he pushed her

266

:

probably about 15 feet to another

opening in the conduit We couldn't

267

:

grab her 'cause she was too far down.

268

:

It was still probably about eight

feet down, so nobody could stick

269

:

their hand down there and grab her.

270

:

We had nothing to grab her with.

271

:

So we took a towel.

272

:

We cut it into strips.

273

:

I had Churu in the car, so we smeared

Churu all up and down the towel.

274

:

We dropped it down, and I don't

e- even know how he saw her, but

275

:

the electrician saw her grab onto

the towel, and he pulled her up.

276

:

And when he pulls her up, she is this

tiny little thing, like three weeks old.

277

:

Francine: Wow.

278

:

Dixie: I was amazed.

279

:

I don't even know how she

grabbed onto the towel.

280

:

She was that small.

281

:

'Cause the she's at that point where

she's not even really moving around

282

:

and walking good at three weeks old.

283

:

Yeah,

284

:

Francine: exactly

285

:

Dixie: But yeah, it was amazing.

286

:

We were not very optimistic, but

we ended up getting her, and then

287

:

we actually went back to the area a

week later and we found the siblings.

288

:

Francine: Oh, wow.

289

:

Dixie: Yeah.

290

:

So she's got her her two sisters

and her brother with her now.

291

:

And,

292

:

Francine: Awesome

293

:

… Dixie: we- since she was in a pipe,

we named them all after Super Mario.

294

:

So

295

:

Francine: This is actually

what my son did whenever…

296

:

Named Gump.

297

:

I said the owner already named it."

298

:

"I don't care what the owner named it.

299

:

It's Gump."

300

:

Yeah.

301

:

Because the legs don't work.

302

:

The paw is gump.

303

:

I said, "Okay.

304

:

All right, Gump."

305

:

And he's alert.

306

:

He's just awesome.

307

:

Dixie: Yeah.

308

:

It's really amazing how the

disabled ones can compensate too.

309

:

I have a blind one.

310

:

She was born without eyes.

311

:

And- Oh, wow … she does

everything the other cats do.

312

:

She doesn't miss a thing.

313

:

Even taking her to a new a new room

she learns it- Almo- they're almost

314

:

Francine: like a bully,

315

:

Dixie: yeah.

316

:

Yeah, but it's absolutely amazing

the things that she can do.

317

:

It doesn't stop her from doing anything.

318

:

And I know- Yeah … like a lot of

times people are open to adopting

319

:

the cats that might have one eye

or the cats that might be like a

320

:

tripod and have one leg amputated.

321

:

But when- … it comes to the ones

that are more special needs you

322

:

find a lot of people aren't as

open to them, but they're- Correct

323

:

They really do adapt, and

they really do acclimate.

324

:

They're wonderful pets.

325

:

I wish more people would

give them a chance.

326

:

Francine: Oh, yeah.

327

:

That's…

328

:

and you see that's the one thing it wasn't

said, but I could read the body language.

329

:

It was almost like

330

:

They probably was accustomed of

putting this type of kitten down, which

331

:

When I saw the movement and, you

know, the muscular in the front end

332

:

and the alertness, I said, "Oh, no."

333

:

The lady was like in tears and

I said, "Oh no, I got this."

334

:

And that, I've done bottle feeding.

335

:

In fact, one of the hurricanes named after

me, one of the fellows that would come

336

:

around here had actually brought me her

babies and I freaked out because I had

337

:

the little cheapo bottle from Walmart.

338

:

One of the volunteers that used

to be with SNIP said, "Hold

339

:

on, I have the Miracle Nipple."

340

:

When they named that nipple,

it is a Miracle Nipple.

341

:

It was phenomenal.

342

:

They more expensive, but they a- they

actually work, yeah, they are amazing.

343

:

They do make life a lot easier.

344

:

And I bottle fed

345

:

About 10 in my lifetime.

346

:

But as I get older, the nerves get

a little worse, and so I'm like,

347

:

"Oh, I gotta back up from this.

348

:

Nope."

349

:

Now, if I would have to do it,

life-saving measures, yeah, I'll do it.

350

:

I'll do anything for animals

351

:

Dixie: What future plans do

you have in store for SNIP?

352

:

Francine: What I really wanna

see happen is community outreach.

353

:

That's some of the stuff I'm also

working on because I'm seeing

354

:

more and more, like more elderly

355

:

Like they say about this,

if you feed, fix them.

356

:

Some of these elderly, that's

how much of a problem it is.

357

:

A lot of the elderly is able to feed

on their little Social Security,

358

:

but they're not able to spay and

neuter, which I've helped, many.

359

:

I've helped with food also.

360

:

That's what I really wanna push more

into of more like a socializing of I

361

:

was here to help you spay and neuter.

362

:

I'ma be here for you,

through the hard times

363

:

Dixie: Right.

364

:

That's great.

365

:

Yeah, I know that's one thing I always

say, too, when it comes to people that

366

:

are feeding and not fixing, is just

to reach out and ask somebody for help

367

:

but if you step out and you just ask

for help, you're gonna find somebody

368

:

like you or like me that will- Yeah

369

:

gladly help to take care of the problem.

370

:

Francine: And that's what I think

'cause a lot of people, as long as, Spay

371

:

Neuter Library Project's been

around, a lot of them still didn't

372

:

know about, this organization

373

:

So I'm pushing it more.

374

:

Of course, back in the day, Facebook

wasn't, a thing and whatever, and I'm

375

:

trying to push it as much as I can.

376

:

Fundraising-wise, we're

doing a fundraiser in July.

377

:

In fact, July 17th, the day of the

transport with the brown bag lunch.

378

:

And then in October,

I'm having another one.

379

:

That's gonna be an actual plate

lunch on the National Feral Day

380

:

Which I think is October 16th.

381

:

I don't have my calendar in front of me

382

:

Dixie: Yeah, I'm not sure

what day that is either.

383

:

That's something I should

know though, right?

384

:

Francine: But

385

:

Again, when you start reading

more in detail, I'm more watch

386

:

out for your laws and whatever.

387

:

And like the other day,

I had came across…

388

:

Okay, so it…

389

:

You still have to send out a

form to the tax, the state tax,

390

:

to, for them to approve but not

taxing, and I forgot the form.

391

:

I forgot exactly the form.

392

:

So I did that.

393

:

I did that for both of the fundraisers,

And I'm saying that's a waste of time.

394

:

Be nonprofit already, but you

wanna make sure, I don't know

395

:

what the idea behind it is,

396

:

it's more paperwork.

397

:

A lot of paperwork.

398

:

Dixie: Yeah, absolutely.

399

:

I hope you have a lot of success with

your fundraisers that are coming up.

400

:

Francine: Yeah

401

:

I'm pushing.

402

:

That's all we can do.

403

:

Dixie: You just

404

:

Francine: gotta keep trying.

405

:

And like I said, it's…

406

:

Exactly.

407

:

And one, one success story, that's

what keeps on pushing everybody,

408

:

Dixie: yes, definitely.

409

:

It was great speaking with you, and I

wish you a lot of success with SNIP.

410

:

And I hope that you're able to get a lot

more cats help and spayed and neutered.

411

:

And hopefully you'll be able to

grow the organization, quickly

412

:

since you've taken it over.

413

:

Francine: Oh, yeah, I'm trying

414

:

And thanks for all you do

415

:

Dixie: How can people find out

about you so I could include

416

:

your links in the show notes?

417

:

Francine: I have a website.

418

:

We have a website, snipiberia.com,

419

:

and email is

420

:

[email protected]

421

:

Dixie: All right, great.

422

:

I'm gonna include those in the show notes.

423

:

And do you have any final

message before we end the call?

424

:

Francine: Just spay and neuter.

425

:

Dixie: Absolutely.

426

:

Francine: And if you can't

afford it, reach out to someone

427

:

Dixie: Yeah, definitely.

428

:

That is a great message because there

are so many of us that wanna help.

429

:

Francine: Okay.

430

:

Thank you, ma'am.
